Weird that you can't include the external panel plugins. Regarding the
notes plugin, you have to build it from git master as the released
tarballs only provide the CCode from Vala for the 4.6 panel and not
4.8, it's either one or the other.

Then when you install it, it must appear in the "panel" > "right
click" > "xfce panel" > "add new items" dialog. The file in question
that is installed to make it visible in this dialog is
src/xfce4-notes-plugin-47.desktop.in under the directory
$prefix/share/xfce4/panel-plugins/.

Regarding Clipman I still have to test, perhaps I'll get to it today
and let you know through the BZ ticket :)
