FOSDEM 2023

Hey all,

I met with Andre yesterday in Berlin and we discussed FOSDEM 2023 [0] which
is planned as an in-person event again.

Our suggestion is to take it as an opportunity to meet up and to cover the
expenses for those attending from our opencollective budget.
Depending on how well-received this idea is we could also discuss doing the
final 4.18 release there in person (presuming Alex would support it/attend).

Thoughts?
