xfce4-powertimer-plugin introduction

Hi everyone!
I've developed a power timer plugin that shutdowns system after a timeout.
Started this project mainly for my own purpose -- I like to fall asleep
watching films and would like xfce to shutdown itself just as smart tv
does. So I would like to introduce the project to the community, and
probably get some feedback.

At the moment it is in POC state, most of functionality described on wiki
-- I would like to implement that later.
