xfce4-panel Issue 548

Hi Folks,

Regarding xfce4-panel Issue 548 - Window Buttons tooltips cannot be removed.

My proposed fix is at:

I wanted to create a merge request but was unable to.  Could you provide
some pointers for merge request creation.
