Improving accessibility GSoC project

Hi Team,

I've added a possible GSoC project to tackle accessibility improvements
that can be made to Xfce and it would be great if others can contribute to
the description, including adding any related things a student could work
on that is accessibility related and the difficulty level and required
skills that they would need to have, like how alexxcons did for thunar.
