Hi Matthew,

If you think that the README.md for this component would benefit by 
having a reference to the INSTALL file, by all means, please add it back in.

My going through and updating the README files and converting them to 
Markdown format is intended to provide some consistency in appearance, 
and provide the same basic information for all of the components. If it 
is not in the README, I am making sure that the information gets 
transferred to docs.xfce.org.

Some components have no README files. Some are extremely verbose. I am 
trying to be judicious in my editorial decisions as to what is include 
as a baseline in that file. The intent is not to dictate what can't be 
in the README.

The general idea is to have something that contains necessary info, 
points to the proper resources, looks consistent, and is not too verbose.
