Chat windows endlessly blinking in the taskbar

Hey guys,

I found https://gitlab.xfce.org/xfce/xfce4-panel/-/issues/50 through Google.
It has a patch, for quite (a depressing) while now. Any chance it could be
merged?

The current behavior of endless blinking is very annoying, because the main
scenario
for this is an IM window with a new message, which shouldn't be a
distracting emergency.
Such apps usually have a tray icon with an "unseen messages" badge anyway.

configuration with "styles" is possible, but I can't find any clue how to
do this.
