Request for write permissions on Gitlab

This is more a general remark as I haven't checked the actual content /
status of the issue you mention: if someone thinks that a bug should not
have been closed of course they are free to report it again on GitLab.

We did a lot of cleaning up bugreports in the last few weeks, especially
the days, before the great migration. It's also possible that we made a
mistake or two.

So the workflow would be reporting the bug again or submitting a MR for
mousepad.

PS: Now that I have read the bugreport it sounds like you should take a
look at xfce4-clipman-plugin.
