Suggestion of a version number bump

Hello Team,

I was reading the Xfce article on wikipedia today and noticed that when
Xfce transitioned to gtk2, it had a version bump from 3 to 4 and wanted to
suggest that the same happen with the transition to only gtk3, so that the
next version would be 5.0 rather than 4.16. Also there hasn't been a
version bump in 17 years when 4.0 was released in 2003.
