Telegram bridge with IRC

Hi All,

I've proposed the setting up of telegram to IRC bridges to xubuntu[1] and
would like to extend the same proposal to xfce. The intent of the bridge is
to setup telegram groups and bridge them with their respective irc channels
to provide another means for users to communicate with the community, but
still maintain that each platform isn't isolated from the other.

The Xubuntu team has successful done a trial of the bridge and awaits for
it to be rolled out.
