Just to be clear, Xfce's official donation channel is 
https://www.bountysource.com/teams/xfce
As Alex said, you can donate to the project or put bounties on bugs.

As for a list of "wanted features", we have a draft of the next roadmap 
here:
https://wiki.xfce.org/releng/4.16/roadmap

Keep in mind nothing on that page is set in stone, features maybe added 
or removed from it in a blink of an eye.
