xfwm and Wayland

Unlikely we'll ever have the manpower to make xfwm4 a Wayland compositor,
it is clearly way too much work...

But if we were, we'd either use mutter or libweston. The former means we'd
kill xfwm4 entirely and turn xfce4-panel into a shell like gnome-shell -
Not sure this is what I'd want...
