Xfce 4.14: Gtk+3 target version

I haven't followed Gtk development lately, but you said you talked to
the Gtk devs: Does 3.22 bring any new breakage or new useful features?
In [1] it is said that 3.22 is the last in the 3-series, so we will
stick to it for probably a long time. Wouldn't it be wise to just bump
the minimum version to 3.22 instead? It will still take some time until
Xfce's Gtk3 port is finished and 3.22 will be released by then.
If distros don't package Gtk 3.22 they won't package Xfce 4.14 either I
guess. And as Landry has pointed out, even Debian has 3.21 in testing
already.
