Porting panel plugins to Gtk3

Another day, another plugin ported!
Today I ported Battery plugin, it was tested against GTK 3.20(Arch Linux)
and GTK 3.16(Ubuntu 15.10). Here is the repository:

There are some glitches, as it doesn't work well on devices without battery
(i.e. desktops), but this problem was already present in the GTK2 version
of this plugin. I have tested it on a laptop and seems to be working fine.

So I ask someone to review this port (and Eyes plugin) and eventually push
to the official repository. The wiki page regarding the 4.14 roadmap also
needs to be updated, this plugin is listed there.
