4.12 Default Gtk+ theme

from a downstream distro perspective, I need a theme that covers
both GTK 2 and 3 for visual consistency since most users will run
a mix of GTK 2 and 3 applications and I need a theme that is
maintained, i.e. fixing the breakage introduced every six months by
GTK 3 minor releases. So unless there is someone maintaining the
theme after the 4.12.0 release I'd say there is rather little value
in it for distros (which, as you noted above, already use different
themes which fulfill the above conditions) leading to option 4)
do nothing at all ;-).
