Also, even if 4.11.0 is compatible, is it planned to break protocol
before 4.12?

I'm asking because we need to handle the dependencies
correctly, and force rebuild of plugins against new panel if needed.
Right now, plugins built against 4.10 panel inherit a dependencies like:

Depends: xfce4-panel (>= 4.9.2), xfce4-panel (<< 4.11)

meaning it depends on an xfce4-panel between 4.9.2 (version which
changed protocole between panel and plugins) and 4.11.
