xfce4-power-manager and DPMS support

xfce4-power-manager contains a lot of #ifdef HAVE_DPMS. With the
blanking feature added and the locking feature and some weird
combinations and requirements, this gets confusing. Are there really any
good reasons why building with DPMS support has to be optional? Are
there still any systems/devices left these days that do not support
DPMS, and which the power manager needs to support? Museum objects count
for nothing...
