[Xfwm] Hiding titlebar on maximized windows

Hi.

I found it to be useful option of window manager to hide titlebars of 
maximized windows. I use laptop with 1366x768 display, and vertical 
screen space becomes very valuable on this resolution. I couldn't find 
this feature and didn't want to switch to another WM, so I have 
implemented it by myself. Here is git patch against master branch:

Let me know if xfwm developers are interested in it.
