Applying pending patches

Hello everybody,

development phase for Xfce 4.12 ends in a few days. I have some patches
submitted to bugzilla that are still pending. Any chance to get these merged
even if the package's maintainer does not respond?

The bug report for xfwm4-themes is in xfce4-icon-themes as I could not find
the correct category. Is this by intention or is the category missing in
bugzilla?
