Hmh, I'm not too sure what does this mean, so here's a summary attempt:

* xfce4-session handles shutdown/reboot (optional dep on consolekit)
* xfce4-power-manager handles suspend/hibernate (hard dep on upower)

and both call each other over dbus when they need the services provided
by the other.

Does that make sense?
