identi.ca announcements in the release manager web app

Hi folks,

administrators (some core developers + release team) can now publish
random announcements on identi.ca using the release manager web app.

Just go to https://releases.xfce.org/ and you'll see a new "Utilities"
section at the top of the page, leading you to the announcement view
where you can publish messages using a simple form.

Enjoy and make use of it in the 4.10 cycle whenever something exciting
or important is going on.
