Xfce 4.10 entering development phase

Hey devs,

Just as short note that the planning phase is over now and we've
officially entered the development phase last Sunday. There are still
some decisions that are not in the wiki yet, like moving tumbler,
volman and garcon to core, but we can get to that later.
