Xfce Environment

Greetings: 

I want to create an application for Xfce and establish a global proxy for applications such as Chromium or Empathy, for example. 

We know that Gnome has its own environment variables, but not if Xfce also could make use of such variables. So far, to use Proxy, I have the same data set manually in /etc/environment or /etc/profile, but changes will not take effect until you restart your session or your computer. 

Is there any way I can set environment variables for the proxy (Ex: http://foobar:3128) without having to reboot? You can do some of this by xfce4-settings-editor?
