Confusing setting.

Hi,
In xfce-power-mangers settings is a setting called:
"Monitor power management control"
the tooltip says:
"Disable Display Power Management Signaling (DPMS), e.g don't attempt
to switch off the display or put it in sleep mode."
So what does that setting do?
If I enable/tick Monitor power management control does it actually
disable powermanagement?
Shouldn't the label and the tooltip match?
