Hey,
I think it is part of the xfce-utils rpm packaged for fedora at least
this package includes this file. It is part of the xfce-utils src.rpm as
an additional source and it includes all the spelling mistakes.
I told the maintainer about this mistake and I hope he could fix it
quickly. This applies at least for the xfce-utils-4.6.2-2.fc14.x86_64
package.
