It's not Xfce's problem; it's Xubuntu's/AWN's failure. There is in fact a .desktop file shipped with it, which you should have checked for before sending your email. Look in /usr/share/applications/xfce-settings-manager.desktop:

Name=Xfce 4 Settings Manager
Comment=Graphical Settings Manager for Xfce 4
Exec=xfce4-settings-manager
Icon=xfce4-settings
Terminal=false
Type=Application

X-XfceSettingsManagerHidden=true

. . . the "OnlyShowIn=XFCE" may be why it isn't showing up in a third-party application. Maybe it's not recognized as being a true Xfce environment. Either way, it's the fault of your distribution or AWN, not Xfce's fault.
