XfceHeading in libxfce4ui

Well the idea was: it's easier to make it public api then drop it in
the future. So if you have a good example where you want to use only
the header*, we can make the api public.

* In 4.6 there were some case, but in each case it was put in a dialog
afterwards (wrongly)...
