Hmm, there's something really wrong with the buildbot, I think.  These
dist-hook: all rules were never necessary before, and they just don't
make sense.  For now I guess it's ok, but long-term let's figure out
what's wrong with the buildbot, ok?  If it was just one oddball module
that 'required' this hack, ok, maybe it's our fault, but since several
of them need it, it seems to point to the buildbot as the problem.
