Wiki permissions

I tried creating a page on the wiki for a documentation project plan
this evening, but it appears as though I'm not able to create a new
page.  If someone could edit my account to allow me to create a page,
I'd appreciate it.  My username is j1mc.

Also, I was planning on putting the page here:
http://wiki.xfce.org/releng/4.8/documentation

If someone has a better suggestion for the page location, please let
me know. Thanks,
