New development page on xfce.org

Hello,

I refactored the development page on xfce.org. The result can be seen on 
  http://mocha.xfce.org/development/, it will available with the normal 
address once the mirrors are synced.

As usual, suggestions and feedback are welcome. It would also be cool if 
a native English speaker could review my text, I'm sure there is room 
for improvement.

Now, I'll focus on updating http://www.xfce.org/download/development. 
The build instructions on this page are not really enough to get a 
working environment, we could maybe replace them by a quick howto based 
on Enrico's build script which I'm happily using. We should maybe move 
this to the wiki and only link to it on that page. Any thought's on this?
