Yes and no. Not if you maintain it as an external plugin, internal
plugin might actually work but I've never tried it (api is the same
tho, so it should be possible).

To be honest, I hardly care about this. From a maintenance and user
experience point of view the new panel is so much better (esp.
compared to 4.6) I cannot imagine people stick with 4.6 or 4.4 because
of the experience, performance or stability ;-).
