Help to compile Xarchiver under FreeBSD

I have both:

 virtualbsd# which xgettext
/usr/local/bin/xgettext
 virtualbsd# which msgfmt
/usr/local/bin/msgfmt
 virtualbsd#

Any other idea why the variable is empty?
