I'd prefer the following:

#ifndef TIMEZONE_FILE
#define TIMEZONE_FILE "/etc/timezone"
#endif

with the compile-option: -DTIMEZONE_FILE="/usr/share/etc/timezone" to
override it.

Lets not check on x different places if it might exist and does once at most.
