Right, the only way to do it would be to write your own pager, or fork 
the pager from libwnck and change it yourself.

I feel your pain; that mis-feature in libwnck annoys me too, but we're 
certainly not interested in maintaining a fork... we started using 
libwnck again specifically to get rid of our fork.
