DPI fix in xfsettings and xfce4-settings

Well, it'll work fine.  Jannis was just saying that the old dialog 
applied a scaling factor to the 'correct' DPI value, so the value in the 
file might be something like 38000.  He was just giving a sample range 
that is 'probably right' to give people who have no idea about sane DPI 
values a sense of scale.  People who really need huge DPI settings 
should already know what all this stuff means.

And besides, tweaking is only needed if your X video driver sucks and 
misdetects your monitor's DPI value.
