summer of code application guidelines

Hi all,

I've put up a page on the wiki with some student application guidelines:

As I said before, we haven't yet been accepted into the program (I'll
be submitting the application tomorrow), but it's a good time to start
thinking about what you want to do and discussing it on the mailing
list (xfce4-dev, please) and/or in our IRC channel (#xfce on Freenode).
