New system tray in xfce4-panel

The tray simply requests a size, it's up to the application to handle
that. But they shouldn't be cropped, atleast not on normal panel sizes
(>25px). Pica?

Yeah I know.

Not really sure, I don't think that works good when all the icons in
the tray are hidden.
