Exactly. Anything goes. In fact, if you manually create the 
configuration it is a good idea to not use the same number of digits as 
the panel, just in case ;-)

The panel creates the name of the rc-file from the name and the id it 
finds in the panels.xml file. The id is just a string, it does not have 
to be digits, although I personally do find it useful to number the 
manually created default configuration files.
