FrapMenu => libxfce4menu

Hey everbody,

I just finished moving FrapMenu out of libfrap and into its own
library - libxfce4menu.
With "finished" I mean setting up the whole autotools build environment
and copying contents over to the new library. Some things might not be
working yet. No .po files have been generated yet and I also need to
write new test programs to be put into the tests/ folder.

The most important thing is that I haven't checked the library against
its dependencies yet. It depends on GTK/GLib 2.6 to be in line with
Thunar and Xfce 4.4 and perhaps to be able to backport a panel plugin
to 4.4. Some ifdef's might be missing for those library versions to
work, but it won't be hard to add them I guess.

I'm going to work on this tomorrow, so we can safely remove FrapMenu
after 24-48 hours.
