FrapMenu to libxfce4util (Re: [Xfce4-commits] r25185 - in libfrap/trunk/libfrap/menu: . tests)

Well I probably can create an overview about the usage of each
component in libxfcegui4 and what should be done with it, before
we start a new library.
I will also move the widgets that are only used by xfce4-panel to the
plugin asap.
