This is an old bug that we've been chasing for very long. I've seen it
from time to time. It's possibly related to the menu.xml being
constantly reloaded and the menu being rebuilt.

Try removing $HOME/.config/xfce4/desktop/menu.xml and see if that helps.
I'm not entorely sure the bug lies in xfdesktop, but rather in the menu
code, or eventually elsewhere maybe in gtk+ or gdk-pixbuf.
