Segfault & patch for libxfcegui4

Hi,

I didn't any component for libxfcegui4 in the bugzilla. Maybe I
overlooked it but anyway here come my little bug report.

In libxfcegui4/libxfcegui4/icons.c:218 is a small mistake which may
cause a segfault (like it happened here right now). Before checking for
"*name", name itself should be checked to be not NULL.

The attached patch adds the NULL check for name.
