That's why the panel should provide a signal to the
XfceForeignPanelPlugin object to tell it when it gets moved, so the app
can remember the position for the next invocation of the panel.

I'm still thinking about having the panel take on more of the burden of
remembering stuff even about foreign plugins.  Not totally convinced
leaving that to the application is the best choice.

Doubtful; systray icons are still the only cross-desktop way to do
status notifications.
