Add Tango to the list of inheritance of xfce4-icon-theme

from what i've seen xfce is already "tango compliant".

naming-utils are supporting xfce from upstream and if there is something
missing please let me know so i can send a new patch.

About missing icons ... i colected some and they are on an ubuntu theme.

tango-icon-theme-common

The pourpose of that theme is to collect icons needed to get a complete
icon set but that can't be included in tango because the upstream
rejected them.

In conclusion, the only missing step to get xfce using tango as default
is to substitute application icons with tango ones and inherits from
tango.

Consider that xfce in that case will depend on tango .

A while ago a tango artist told me he was interested on drawing (or
porting) a (the) xfce icon theme , i can contact him if you're
interested.
