Add Tango to the list of inheritance of xfce4-icon-theme

I have built a 100% complete Tango/hicolor based tree, equivalent to the 
XFCE icon set.

It includes some new icons for XFCE apps, built with original Tango SVG 
objects, following the Tango rules (colors, ...)

It's mostly SVG (very few pngs).

I can provide this Tango tree, if you want Olivier :)
