Unfortunately the systray itself has no idea if one of the icons in it
starts flashing (or whatever).  That would be cool, though.

There are some desktop notification-y things going on at freedesktop.org
and elsewhere, but they're not quite ready.  And from looking at them,
may not be so right for Xfce.  Either way, this isn't really something
we'll see for 4.4.
