wouldn't at least some event filter stuff be needed in xfce4ui? Since 
the shortcuts plugin is separate from xfwm4, it has a good chunk of code 
duplication with the former for key event handling.
Considering that xfce4-mixer for example could use such functionality 
too without needing to resort to copy paste (to catch XF86Audio keysyms)
it would be good to have some place for such code IMHO.
