xfce4-panel + xfwm4 misbehavior

Hi,

There's a weird behavior between xfce4-panel and xfwm4 in current SVN. If the
panel is killed, all non-maximized windows are put to the bottom of the screen in
such a way that only the top decoration frame of the window manager is visible.

Steps to reproduce:

1. Have xfce4-panel and xfwm4 running;
2. Have some non-maximized windows opened (any application will do it);
3. Kill the panel.

Result: all non-maximized windows will be put at the bottom of the screen (only
the decoration is visible).

I hesitated to file a bug because I don't know if this is a panel or xfwm4
problem.
