In simple terms, every button in the current settings-dialog represents
a plugin.
The mcs-manager loads this plugin and libxfce4mcs handles I/O to
.config/xfce4/mcs-settings/*.xml
In this way different developers can make a plugin for different parts
of the system.
(like the xfdesktop plugin and xfwm4 plugin)
You might want to think about what you generally want a
configuration-manager to do.
Do not forget about what that might mean for different system
configurations.
