xfdesktop feature freeze

a bug i noticed, when you dont have launchers enabled initially, then
you enable them, nothing shows up on the desktop untill you create a
file in ~. this might be part of gamin, and fancy change detection,
but if your poping up something i guess you should hard-refresh it the
first tine to make sure something is displayed.

and i still think it should read stuff out of the ~/Desktop folder,
since thats where everyones icons are going to be...
